Using a meter on the fuse contacts with the fuse removed is just a simple way of measuring the current without using a clamp-on ammeter or cutting the wire. I don't know what your DVM is but if it has a current range and the current range is high enough that the meter won't be damaged, you can find out how much current each circuit is drawing. You were worried about the current drain in the green circuit.
That by itself won't tell you if the converter is good or bad.
My opinion is that the single stage converter you have is inadequate for the type of camping you were doing. I replaced my OEM converter, a Magnetek 7300, with a PD9260. It is capable of much faster battery charging.
