AFAIK the only way to know what is going on with the green circuit is to measure the current being drawn by it. A clamp-on ammeter is the easiest way but you could also do as I described earlier. You know it is not a dead short since the fuse doesn't blow. I guess you could try using smaller fuses and see what size fuse will blow. Do you know what is on this circuit other than lights?
