He said measuring volts across the fuse connections is meaningless because measuring volts across the fuse connections IS meaningless. You can measure amps that way and get a meaningful number. To measure volts, you need to measure from the hot side of the fuse contact to ground, not to the other side of the fuse contact.
Current flow is measured in amps.
