Had an '04 Southwind on a Workhorse Chassis with 19.5 Steel wheels. Put on 110,000 miles including every paved and many unpaved highways in Alaska. Never had a problem with the wheels - or tires for that matter. Sure was happy when I had to buy a new set of 6 tires and they were that much less than 22.5" tires.
Unless you got a batch of bad wheels I would look to damage from prior service. I also would be checking out the suspension as abuse sufficient to bend wheels could also cause suspension damage.
