Ok, lets make this more interesting. Doing a search on the phone number brings the current information on this number is VoIP, so no doubt overseas. The number is owned by Bandwidth.com, which is a seller of VoIP services to smaller companies who sell to the end user. So the end user is insulated by another layer of business or possibly multiple layers.
