Its not the idea that VoIP is bad. Its just that it is capable of having multiple layers of who actually uses the number. If you read the law enforcement section, they state that while they are more than happy to provide any information they have, it may not lead to the actual end user, because they sell to other resellers. They imply those other resellers may not be governed by the same laws that we are in the United States. So while VoIP is commonly used for brick and mortar businesses, it can also be used to hide the actual owners of a number.
