The station management will blame the card issuing bank.
The bank will blame the card issuer (Visa, Discover, Mastercard, etc.) or the gas station.
The card issuer will blame the bank or the station.
Personally, I think it is the card or POS (point of sale) processing company that the station management has selected for that location. I base this on the FACT that I have seen limits varying from $75 to $150 at stations of the same type (flying J, for instance, or Conoco), when using the same Visa card issued by Wells Fargo! When I check my account the next morning, there is a $1 hold until the actual amount is posted.
I agree, it is annoying. What is even more annoying is making two trips to the fuel desk to complete one transaction. It is easier to run the card twice or run two cards once, IMO.
