JerseyJim, you must have a very small fuel tank. The problem is when you swipe the 3rd time, your card is rejected as stated by the OP. Once that happens, your card may be flagged by the card company, and you can no longer use that card on the rest of your trip. I had that happen once, and it really made things difficult for the rest of the trip.
The real solution would be for the gas stations to use security cameras that can capture your license plate. Then up the level of criminality for stealing fuel so the criminal can be extradited across state lines. Right now, states will not extradite for anything less than $30K. Lastly, they need to get the credit card company out of the picture. The dirty little trick is, the station is out the money, but they are not the legal victim. The credit card company is the legal victim, but because they are not out any money, they do not bother to press charges. They don't reimburse the station, so they do not suffer loss. They will advertise that they are out to protect you from credit card fraud, but the dirty little secret is, they hardly care. Their only motivation is to make sure the problem doesn't get big enough that people stop accepting credit cards.
