Steel is stronger than alloy. Why don't you just get your steel wheels chromed? I had a stroke of 16" wheels chromed 2 years ago for $125. each. They came out beautiful.

Forgot to add that powder coating is a great alternative to new alloy wheels. Prices run about$80-$120 a wheel here in California. Very durable too.
