Now certainly I'm being a little facetious. :)
It does show how the OP plays a little fast and loose with the English language and sort of bends the actual meaning of words and symbols to his personal whim. Like the nonexistent apology he thinks was implied in the OP. Quite a few of us alter what we say or read to suit the context of our personal thoughts at the time and he is trying to persuade us to do the same.
If OP didn't comprehend that everyone is required to register and pay a fee to enter the campground it might be attributed to an occurrence like Selective Hearing or the perception that seems to becoming more and more prevalent in our country today...
Rules are for the other guy.
