For dump sites, I usually just get online, and google "dump sites near me". I'm not in LA currently but this is what I came up with googling about LA: Dump sites in LA
As far as the water heater goes, consider buying an electric aftermarket heating element. Screws into the tanks drain hole. Saves on gas, but does need a nearby electrical outlet. Extension cord, or patio outlet works. Here's one: Hott Rod
