My assessment is the mixing valve is the culprit... Take note of where it is so you can return it to its original position then cycle it by moving from one extreme to the other. My experience that this will often cure the symptoms you expressed. You can also bang on it with the handle of a large screwdriver...

I and others I know have experienced the Luke warm phenomenon and my suggestion have been the cure.
