I was given many reasons: basically because we have a declared weight of zero, we are private, and they are used for living in the same as a home.
So we have our official answer. Unfortunately they can send nothing to reference because it is specifically not written, but compiled from various sections of the statues. Mainly zero declared gross weight.
And nothing in writing? From the Director's office. Was it the Director or a clerk? If so, please give us the name. Because, out of that same office, I believe in 2012 I was told the EXACT OPPOSITE. Without it being in writing it is worthless, nor do we know exactly what was said. What about three axles? This is exactly why it must be in writing.
