Very unusual to have water heater and water pump on the same fuse. Fuses are (OK, they SHOULD BE) sized to protect the WIRE. Multiple appliances on the same fuse mean that in many cases, the fuse must be sized such that it really will not protect a single wire. Worse case, use a sub panel or use that single fuse and a foot of large gauge wire to feed two separate, properly sized fuses-- one to each appliance.
