All four jacks should come down and put some pressure on them. The logic board should then start leveling the MH, as needed until the platform is level. This may include letting pressure off the jacks that do not get pushed down as hard as the ones that need to raise. All four should be on the ground to prevent any shake from the suspension, and/or tires. If all jacks do not go down, it may be because you are out of level so much, the logic board cannot process it, or you need to manually level the MH, and them reset the logic (control pad), using your leveling system manual, to level. This may take several tries, but it will accept the level that you have manually dialed in.
