awning let down lever stuck/frozen in down position

Just got our Class C motorhome from winter storage. Our awning "let down lever" is frozen in the "pull awning down" position and I do mean FROZEN/STUCK...any idea how to get it to so we can pull our a...

If it's closed, it seems like it would be frozen in the "roll awning up" position-?

In any case:
Is this a manually operated awning, and if so are you talking about a frozen sliding lock mechanism on the awning arm? Or the lever at the top that "unlocks" the roller tube?
