awning let down lever stuck/frozen in down position

Just got our Class C motorhome from winter storage. Our awning "let down lever" is frozen in the "pull awning down" position and I do mean FROZEN/STUCK...any idea how to get it to so we can pull our a...

If it moves and it shouldn't, Gorilla Glue. If it doesn't move and it should, WD40. But seriously, it sounds more like its broken than stuck, if its past the "extend" position.
