Putty tape is what RV builders use under all the things that are screwed to the sides and roofs of RVs. Then in most cases they caulk over the outer junctions of same objects. It is a belt and suspenders system but they both can fail.
Pet, they now have about 3 varieties. The advanced ones are more butyl rubber based versus the older gray stuff which is probably what your neighbor developed.
