I think I found the answer to my own question, and posted it in the Tech Issues thread.
We have an Intellitec Bi-Directional Isolator Relay Delay (BIRD).
It does what Burl discovered.

I haven't located it. I am guessing it is under/inside the fuse holder in that relay housing. It makes my wiring diagram a bit wrong on the labeling of some small wires, but I need to look at that another day with a fresh brain.
