You found the tank drain. It's pitiful, as you described. If you unscrew it at the tank fitting, you can pull it right up and out, through the floor. (If you want to try to make something better.)
The tank is not tied down. You can lift up on the opposite end to get a more complete draining. Mine was so crappy, I took the tank out to clean it. I messed up the level sender wires because I forgot they were hooked up.

I will see how our fresh tank with a few capsful of bleach holds up before redraining. Not sure of inertness of sludge? Water to houses is open to stuff, except for hi pressure.
Even in BR summers, we have let FW sit in the tank for months w/ no prob. Got a bad batch somewhere/
FYi...Sudden need to attend funeral in Rankin/Hoopeston/Gifford IL this week. We drove the 800 mi each way and spent 2 nites at Middle Fork County Preserve in the middle of these three towns -- nice CG spot that reminded us of the hoyel grounds of Leids lodge in Nebraska City NE, where we attended a wedding in '09 -- well kept vignettes of nature, like rough gardens.
41.2k on '05 TL now. Got 12 mpg off a tank of Marion, Il gas from 1st Exit going up. 11 mpg avg elsewhere.
Only issue was either the roof AC blower or compressor acting strange at the Caruthersville Casino RV Park (no casino action for us and dogs, just convenient stop between Sikeston and W Memphis). Hope it was a one time event.
RV seems to be holding up, but she ain't no Airstream!
