Burl, we had our 37" home tv mounted on an OMNIMOUNT Bracket that had a swingarm, tilt and angle. I don't think it went up and down. That area where I think you are talking about is the curved piece screwed to the cab/coach area. If so, I had it off when I was doing my rebuild. Besides discovering about 100' of unnecessary wire, I think there is areas where you could get enough strength to mount one of those like we had. Maybe redo the entire area with 3/4" plywood so you can be sure that the area is really strong enough. You are only dealing with a 19" TV, which is not that heavy to start with. In fact when you put it into 'driving mode' you could make a bracket or shelf to keep it from shaking while underway. I used bungee cords for mine, but it was hidden, so looks were not as much as a factor.
