Dave: Sounds like a short, likely in the running lights that are hooked up to the parking lamp circuit I believe. As for gas mileage, I have noticed that gas mileage improves in all my vehicles at high altitude. I think that the air sensor detects less air moving into the intake, and delivers less fuel (I believe the horsepower loss is about 3% per 1000 ft.). If your engine has enough taxible horsepower to not strain, gas mileage improves.
