Has the air inlet screen been cleaned. Take the cover off, check to see how plugged it is, wash in mild soapy water and reinstall. Look for any evidence a mouse or lizard has taken up residence and is now desicated and blocking the internal fan. With power off, you should be able to look up inside and see a turbine fan, which should turn when you push it. That fan moves the air into and out of the unit. When you say, "it sat for a while and seems to run for a few minutes" makes me suspect something has tried to build a nest inside the unit. If that's not the case, remove the cover and make sure the outside fan can turn freely. You might want to look for rust flakes on the burner assembly of the Refer unit, also. has nothing to do with the A/C, but is a common problem. There should be an inspection plate or hole just at the bend where the burner meets the chimney. Units that sit for a while develop nice big flakes of rust that falls down and lands on the burner blocking the flame and making the fridge act up.
