It sounds like the opening for the door was cut out to large for the frame. If the frame is secure, than yes I would think you could fill the gap with foam and trim to be flush. I had that situation around some of my hatch openings, the cut-out was a little to large for the frame and I to filled it with expanding foam and it seems to work out great , ( about four years now).
