That tire is deteriorated all the way around, so I think it was driven with low air for some time before temperature made the rubber soft.
My conversion has 2 shinier wheel wells, meaning PO had to have at least 2 flats on it, but no damage to the body.
So don't get paranoid. Blown tire doesn't have to lead to accident.
Murphy law says it takes chain of at least 3 bad incidents to make bad accident.
