Bathroom floor is flooded but the tanks aren't full

Keep it simple. Open the flush valve and look inside (flashlight?). It should be obvious if the level of the black tank is too high. More than likely though, the water connection on the toilet has worked loose with time and is leaking (or the sink faucet nearby). Not an unusual occurrence.
