If you have lead acid batteries, and I suspect you do, the answer to "when it is a good time to charge" is very simple; as soon as you can and as fast as you can. Lead acid batteries last longest when discharged as little as possible and recharged as fast and completely as possible.

This is where even 5 - 10A of solar is so powerful; it can help carry the load during the day and complete the long absorb stage of charging.
