In the most black and white view, yes he knew, he had the right to leave and go elsewhere. The problem is more then likely he put a value on his personal time and was just passing thru and didn't know where to go. He is use to paying a lower price in his home area, and expected to be treated the same way.
The simple truth is when you're on the road you do get taken advantage of when you're in an unknown area. Not always, but this seems to be the simple fact of life. The shop knows they will never see you again or have to worry about word of mouth.
