light on the switch doesn't flash, batteries have 13 volts, on ground power this morning. Did the motor go kaput? Once I get it into the full retract position what's next.

Well if the motor is kaput replacing it should solve your woes.. However it sounds like you may have two problems if it is binding up. Is there any water damage/warpage - Why is it binding?
If you can get the slide in and secure I would take it to a shop and have them look the system over.
