You have hit on a common problem. Many people have no idea the difference between a National Park and a National Forest. Some assume that because they are heading to a National Park that all the land that uses that name is part of the Park when it's actually part of the Forest. Disperse camping in the Park's boundaries are indeed severely restricted while the Forest is widely available for disperse camping.
I guess that raise the second issue of people's definition of "Boondocking".
