Best state to register a Class A RV in?

There are basically two states to register your RV in
1: Your state of residence, that is the state that issued your driver's license.
2: The criminal state (All other states)
Many people have done the Montana LLC bit to register an RV, a number of states are not prosecuting when they find out you have cheated them out of their tax dollars. I know Colorado, California and one other state (Forget which) have prosecuted, and Michigan has considered it, but I do not know their decision.
As governments run out of borrowing power.. Catching tax cheats is becoming more an dmore popular.
