The low mileage almost assuredly had nothing to do with it. Age is the issue. A salvage yard is going to be your best bet for an identical replacement. You could also have someone wire in a new fuse panel. The panel itself is nothing mystical, wires go in, a fuse protects the line and a wire goes out. A good electrician can fabricate a replacement. What exactly broke on the current panel? If it was just the mounting bracket, it can probably be repaired with some glue.
