I like this response (would definately fill the tank) but would still leave what I have referred to as "calling" for water. Constant leaks do not CALL for a change in pressure.
Unless, the pressure is building, a seal in the valve is letting lose, then resealing itself. Unlikely, but possible :h
Of course, this is assuming the pressure change the OP is hearing, and the filling of the tank, are related.
