As a repair facility, be it a dealer or an independent, when you order an engine from the manufacturer, in this case GM, you do not know if you are getting a factory rebuilt or a brand new. You will usually get a new engine only if there was an accidental over run at the engine facility for that particular year vehicle. Numerous times we had multiple warranty and/or customer pay engine replacements going in the shop. Two engine crates for identical vehicles could come in on the same delivery truck and one would be new and the other would be a reman. They are both by law still considered "new" engines.

In every remanufactured engine that I have received, the engine has been totally rebuilt, meaning the cylinder has been bored/honed which has removed some of the material from that core. It also means that the crank has been turned down, so it has also had material removed from it, and so on.
I would expect a NEW engine to be totally and completely built with new parts with no material removed from either the cylinder bore or any bearing surfaces and that the engine meets the standard specs of that engine.
A rebuilt engine may run fine, and I have used a lot of them, but a rebuilt engine is NOT the same as a new engine. A new 8.1L engine has a bore of 4.25" not .010 or .020 over.
