Most tow bars are pretty tough working units. I've not heard of any that are ones to stay away from. So, unless the one you're thinking about is totally thrashed, bent, drug on the ground etc. you'll most likely find that it will be a good deal. I've purchased two different makes/models of tow bars from Ebay and have been thoroughly satisfied each time. Tow bars are not rocket science. They are simply sliding units with mechanisms in place to lock and unlock them. They've got some pivot points too.
When I received my last one, a Blue OX Aladdin, it seemed just a tad loose in certain respects so, I just simply took the thing apart and replaced a washer here, a spacer there and that was about it. The lock mechanisms were very simple to disassemble, check for wear, (which there was minimal) lube up and re-assemble. In the end, it works flawless and I know all about how it works and what kind condition things are in internally.
Many folks have a hard time buying something used. Well, that's up to them. I myself, really don't have any problem buying used. We tow our '11 GMC Sierra 1500 Extended Cab 4x4 with it. That tow bar, when new, was almost $1,000.00. I gave $400 for it with cables, Blue Ox curly Que Pig tail, cover, pin for a base plate and more. I'd do it again in a heartbeat.
