Progressive is like that. I found that with most insurance companies, that even if your claim free after 3-4 years, your rates go well above normal. When you call, they tell you your still saving XXX, but the rates went up due to regulatory approval. So I end up picking up the phone, calling around and finding reputable companies, sometimes ones you left only 3-5 years prior with acceptable rates and the process starts all over again.
I had progressive for all my vehicles for 5 years, for the first 3 rates did rise, but 1-3% which was ok. Then last year my renewal for my RV came in at 550 more then the previous year. I asked why and get a lot of talk about new rating regulations, etc which took nothing into account about me, but the zip code I lived in. A week later my Auto renewal arrived and it went up 200 for 6 months. I called Blue Sky, GMAC though Good Sams, and then found The Hartford. My rate for home, autos and dropped to 1300 total in cost.
