Forget the laws, which is the least of anyone's worries and most any system will stop your rig a little quicker. Need I say more about what even 12" could make? I wouldn't even suggest what the laws were to anyone, as being as safe as possible is what it's all about and not what you might be able to get away with.
Having said that, the READYBRUTE/ELITE OR READYBRAKE is my preference and can't think of any other way I'd want to go for simplicity and cost effectiveness. Installing it yourself is pretty easy, as well. Can't do it, then perhaps a friend or his gearhead son, then. All else fails, a hitch shop and one that you know, who won't try taking you for a ride with something this simple.
