If you disconnect the line going into the pump, does water flow freely from the tank? Most RV have the tank above the pump and gravity should give you a fairly steady flow if there is not a clog. If that's OK, replace that line and unhook the pump output. Have someone turn it on while you have your thumb over the output. That will prove pressure at the pump. Another possibility is a slight air leak somewhere between the tank and pump in the input line. It takes only a very tiny air leak to really affect the output pressure. Can you see the lines?
