I was wondering if the new pump was lower volume too. Can you post the ShurFlo Model Number? We have a ShurFlo in the RV and another in our boat. They're both what I'll call "legacy" models, the 4048 Series, not the new 4008 Series called Revolution. The ShurFlo in the boat has a filter screen right before the pump. The one in the RV does not. Is there anything like that in your RV?
How much water is in your RV's tank? Any chance it's grabbing some air as well as water?
Contrary to a comment above, I think your fresh water tank has to be vented. Is it? Some have a vent at the gravity fill. Try it with the gravity fill cap off and see if it changes.
Is your slow water flow only to the toilet, or throughout the coach?
I don't think this is a factor, but be sure both faucet valves are closed on your shower and outdoor shower if you have one.
Another long shot... Try it with your water heater valves in Bypass...
