I looked back over the Livingston book and back through this thread. Did we discuss electric power to/at the pump? Livingston did. If a connection's coming apart, loose wire, somebody replaced wire with too small a size, then the pump can't develop the power (pressure and flow) that it should.
I know your worn out with guessing. But if I had to guess, there is a restriction or an air leak in the supply side of the pump. Hose, fitting, check valve.
