While you can find class A MHs for under 20k it is difficult. A few lottery winners who got great deals does not also include the people who bought c*r*a*p got frustrated and quit RVing as they do not post here.
Based on your budget and less than full time usage I would consider a fifth wheel or trailer as I believe it is more likely you can get a better unit with less issues. Of course if you still wish a class A I would search long and hard. Either way I wish you good luck as no matter what you choose the journeys will be wonderful.
