Probably won't hold up as that falls under interstate commerce which is clearly delineated as Federal Jurisdiction. As long as you meet your home state's rules, they can't prohibit you.

Local Californians...not so much.

On top of that, you have the practicality or trying to manage it. Are they really going to stop every out of state vehicle entering the state.
