Cali planning carb tests for Class A

So.....first they are checking for fruit coming into the state, now they want to test out of state vehicles? what`s next, paying an extra tax for the fuel in your tank while you are in Cali? draining your fresh water, so you can buy water from in state? paying a tax on the food you bring in because you arent buying it in state? where does it end. there are a few things I want to see in Cali, but if this keeps up, I wont be setting foot there!
