I'm curious, but if you bought a new vehicle in California wouldn't it have all the CARB emissions enhancements? Not saying that's necessarily a bad thing, but it its not required in the State where the vehicle will be registered aren't you paying for something you don't need? Plus it may complicate getting maintenance if the shops where you live don't normally deal with those enhancements.
