One caveat to this is if the out of state vehicle you are trying to register is a "new" vehicle, one with less than 7500 miles. Cal DMV has special requirements for those vehicles, being 50 state smog compliant may be one.

Just find a local LEO to sign it off for you...if I was in California, I'd do it and send you on your way.....:W...try to get a supervisor involved and stay with the same person in that office until you're done.....Dennis

Having just been through this exact issue with DMV registering my out of state vehicle I have a little bit of experience. It is plainly stated in the DMV handouts that diesels over 14K are smog test exempt even though the DMV employee thought otherwise. The girl who inspected our MH for the VIN inquired about the smog label, found something in the generator compartment which satisfied her and completed the process. If I were in your position I would take it to DMV and have them inspect it. That needs to be done anyway for the VIN if it hasn't been done already. The requirements for the CARB label are buried inside DMV rules under the state Health and Safety Code. If yours does not have such a label you may be forced to contact the engine mfgr for a label. There are exemptions to this rule that you may qualify for.

The inspector in Bakersfield DID NOT open the engine hatch to look at this label and as such probably did not certify (on the inspection form) it as meeting the CARB standards; hence, now the requirement for an DMV or LEO to physically inspect it "again"!

On top of everything, the DMV double charged us the registration fees and now we are trying (for the past two months) to get the $1800 refunded to us.

Totally frustrated over this whole ordeal.

That doesn't sound like a 'photo' will do....they have to 'see' it on the engine in the vehicle. Photo could be from any vehicle.
Save yourself the trip.......call make an appointment for a 'vehicle inspection', take ALL your paper work with you on inspection day and be done with it.

Where they are getting the truckers is the requirement of a 2010 engine in any commercial vehicle over 26000 bs. There is a chart based upon the year vehicle as to when this needs to be done. It seems that many new restrictions are impacting out of state trucks driving through the state as well. As far as other issues, be careful about your speed, 55 max when towing and no need to stop at weigh stations.

CARB is California Air Resources Board. If you have a CARB tag, you're good. No smog test is required. I'm actually surprised it's taken this long to figure out what you need. I've had some problems before but nothing a phone call or two didn't fix (by them while I was standing there).

That's funny. We have been to the local DMV on five different occasions, three time on the phone with Sacramento, and twice to the Bakersfield DMV office. Just about each and every time, they come up with another problem or something else we have to do. We bought the mh in Oregon in August, initially tried to register it in California in October and to date we STILL have not been able to satisfy all their requirements. Typically, the local office agents didn't have a clue (small office and they normally don't deal with large DP motorhomes), the Bakersfield office inspected the coach and provide the correct form that I sent off to Sacramento (required) and only recently have we been notified that they (DMV or LEO) has to physically inspect the coach and read this "emission tag" on the engine personally!!!

So now the issue is the fact that they (DMV or LEO) has to inspect the engine tag. So, I've found the tag, but as I mentioned, I can't find anything about California emission standard on the tag...but did fine CARB on it....which I think should satisfy them, but won't know until I take a picture of it and take it up to the local DMV.

FWIW....at no time has there been one word about getting it "smog"inspected as you're correct in that 14,000+ lb diesel motor homes are exempt. But the engine still has to conform to California Emission Standards.

Sounds like you haven't tried to register.

If you did try to register..what is their (DMV) issue?
