What causes voltage fluctuation is the loss of the Neutral. If your transfer switch had failed and was not connecting the Neutral when plugged into shore power, that would cause voltage spikes. So would the loss of the neutral in the pedestal, but the problem would have been solved when the pedestal was repaired, or would have continued after you replaced your transfer switch if they didn't repair it when they checked the pedestal. Again, the most likely explanation is a lightning strike that would have damaged your appliances and the transfer switch. That would be an "Act of God" and nobody's fault. Your insurance should cover the damages if that is the case.
BTW, since the transfer switch is past the surge protection system, the surge protector won't stop that voltage fluctuation.
Since everyone is probably taking stabs in the dark, given the info you've provided, I would say this explanation makes the most sense to me. Likely why the RV Park is saying it was your transfer switch that caused the issue, and they feel they shouldn't have to pay for the electrician that came out.
