Who owns the camp site has nothing to do with it. What's going on is not theft. People are mistakenly believing the OP has forgotten his stuff and are claiming it.
If it were theft why has the OP not called the cops? If someone stole my stuff and I caught them I'd call the cops right away.
The OP makes no mention of calling the cops.
Why because the cops would be reluctant to press charges because it is more of a misunderstanding than theft.
Take it a step farther, can you see this whole mess going to court.
The neighbor did not sneak over and steal things. In his mind he observed them just sitting there abandoned/forgotten. This is really not that complicated.
I understand it is a problem, but the issue is more about the site still being occupied vs. being vacant with stuff left behind.
