There is no difference whether or not it is a car, blocks, surge protector. It doesn't belong to you, so it should be taken to the camp office so the rightful owner can reclaim if possible.
Your keep it, you stole it, if you didn't do that. This ain't rocket science here.
What if it was a $5000 diamond ring? What would all the scavengers do then? Would that be a high enough threshold to turn on your ethical behavior, or not? The owner would probably never know where it was lost, so hmmmm, you could get away with it.
IT SHOULD NOT BE A CAMPERS RESPONSIBILITY TO MAKE SURE OTHER CAMPERS AREN'T ABLE TO BE THIEVES. . IT DEFIES ALL THINGS ETHICAL, AND SAYS WAY TO MUCH ABOUT WHERE WE ARE AS A SOCIETY. STEALING IS AN ACTION THAT DOES NOT START AT A PARTICULAR PRICE TAG.
