The neighbor was rather brazen to mess with a locked surge protector even if he thought it was abandoned. I will say this though, no way I would leave items of any value behind if I was leaving for the day. I mean how long does it take to stow blocks and a surge protector? A minute or so? The entire thing could have been avoided if simple and quick actions were taken to secure your stuff. Don't leave things lying around, leave the area, and then complain when someone takes it. I am not trying to be crass but take some responsibility for your stuff. The thought of just leaving that stuff there while I was leaving for the day would have never entered my mind as an option. And from what I can tell, this isn't the first time. A little due diligence would have saved you a lot of hassle.
This is my thought as well. The OP mentions losing doormats and possibly extensions cords. It appears these so called thefts have occurred quite often. At what point is just taking it with you the simple solution. It appears these thieving neighbors are following the OP everywhere.
I have yet to have anything stolen while camping, but I also have never left small negligible items unattended.
I have left bikes, tables, grill etc. out while I have left.
But my RV is there and my site certainly appears occupied.
