Update.... Hopefully I won't have to resort adding the rooftop unit. I managed to get my basement a/c working. With the help of Airxcel, I installed a new control board (PC BOARD KIT 6535), and it is now all working correctly.
The new board was slightly different than the old board, but online directions from airxcel worked great.
